Fire Safety Measures


Ships continue to be found with deficiencies, which result in port state control (PSC) detentions. In order to help owners and operators reduce the likelihood of their ships being subject to a PSC detention and so avoid unnecessary downtime and associated costs, Lloyd’s Register continuously highlights areas where deficiencies are commonly found. Problems found with fire pumps accounted for 80 of the total number of deficiencies found on Lloyd’s Register classed ships during 2002, which, in the majority of cases led to the vessel being detained.

The number of ships detained by PSC inspections would be significantly reduced by minimising the number of inoperable fire pumps. Lloyd’s Register has issued the following advice in addition to any standing instructions onboard: “On arrival in port, after ‘finished with engines’ has been rung, start the emergency fire pump as standard procedure and verify efficient pressure in the fire main”. The following items also feature highly in the fire safety measures category (the number ofdeficiencies found on LR classed ships during 2002, is shown in parenthesis):

  • ventilation, fire dampers, valves, quick-closing devices, means of control (134)
  • fixed fire extinguishing installation (82)
  • fire fighting equipment and appliances (53).
  • These areas are high profile and are easily accessed by PSC officers during inspections. Consequently, a continuous on-board overhaul and maintenance regime in these areas will helpreduce the likelihood of deficiencies and detentions.
