The Chemical Hazards Response Information System (CHRIS) is designed to provide information needed for decision-making by responsible Coast Guard personnel during emergencies that occur during the water transport of hazardous chemicals. The CHRIS manual contains physical, chemical, thermodynamic, toxicological and combustion properties of more than 1,300 chemicals and chemical mixtures.
CHRIS also provides much information that can be used by the Coast Guard in its efforts to achieve better safety procedures and so prevent accidents. CHRIS consists of a handbook or manual, a hazard assessment computer system (HACS), and technical support personnel located at Coast Guard headquarters. These components and their relations to one another are described in Section 2 of this manual. This manual is the cornerstone of CHRIS. For each substance, it lists the specific chemical, physical, and biological data needed for the preparation and use of the other components of the system. The manual can also be used after the initial response action, when there is sufficient time to use more detailed information. The Hazardous Chemical Data Manual is intended for use primarily by the On-Scene Coordinator (OSC) and by Regional Response Teams for devising, evaluating, and carrying out response plans.
