HELMEPA was founded by the representatives of the Panhellenic Seamens' Federation and the Union of Greek Shipowners who on June 4, 1982 co-signed the joint Declaration of Voluntary Commitment "To Save the Seas".

• The Association functions as a non-governmental and non-profit making organization and is solely based on annual fees of its Member-vessels and maritime companies in Greece and abroad.
• HELMEPA's main mission is to nurture an environmental consciousness in the human element of the Greek shipping community "from shipowner to seaman" using all means of information and education.
• HELMEPA executes Annual Voluntary Refresher Updating Training Programs addressed to its Member-companies and seafarers and also provides training aids and publications.

With the symbol the "Seagull", HELMEPA aims at spreading the message of the need to protect the marine environment. Since 1983, the HELMEPA JUNIOR Program functions with the voluntary participation of its children-members.
