Why does the piston ring rotate .

Piston rings rotate because of nonuniformly heated liner.
For example, cylinder head has exhaust valve and inlet one. From direction of exhaust valve the liner enlarges more then from direction of inlet valve during heating. And if the valves are placed in parallel with crankshaft, piston is shifted to exhaust valve side of liner (in other words the piston circles : starboard side of liner - portside of liner - exhaust valve side of liner).
Then the piston motion rotates the rings.

thank you for the info ,but answer still not complete as there has to be a tangential component tending to push the piston ring.What is that.

You are absolutely right, I just try to explain this "tangential component". But the words are not enough :-) It's better to see and I sent you a picture by E-mail.
P.S. Parasitical rotary motion of the piston (and accordingly piston rings) can be produced not only nonuniformly heated liner as well as bend crankshaft, inaccuracy manufacture, poor assembling.

Thank you again for the answer. It has given clarity but does the gas force have any role in shifting the piston ring or we simply rely on the parasitical movement of the piston and thus the piston ring.

Actually I am Thinking about the same cause for rotating of piston rings. If the butt of the piston rings are diagonal then it could be a possible cause to rotate them by the blowby gas;i.e. propelling action.
